Yu Cong, Prof.
Professor Researcher of Energy Research Institute (ERI) of National Development and Reform Commission (NDRC), has more than thirty years working on energy economy. As team leader or chief investigator involved many national energy strategy and planning study, such as Energy Strategy of China served for the National Energy Administration; Energy Conservation Planning of Med-and Long Term, China Energy Conservation and Pollution Reduction Planning for 12th Five-years Plan for NDRC.Ms. YU Cong has also been engaged in policy study and development on energy efficiency. For recent years, she and her team has been focus on analyzing the feasibility for China to peak greenhouse gas emission around 2025 and to significantly reduce per capita emission around 2050, the upgrading the Top-ten 1000 Enterprises Energy Conservation and Low Carbon Action for the 13th Five-years Plan, the assessment of intensives and governance mode on energy efficiency and worked on the comparison between China and other countries in the world, helped NDRC to develop Assessment Indicator System of Energy Conservation Performance for Local Governments, Energy Efficiency Policies and Incentives for Small and Medium Enterprises in China, conducted the guideline development for bench-marking tool implementation in several energy intensity sectors, and assisted NDRC to implement annual supervision and examination of local government energy conservation target performance. She also helped local governments to develop energy conservation plans and low carbon management policies, etc. Since 1993, she has rich experience on international cooperation project design and implementation. As chief staff or manager implemented many international programs on energy conservation and efficiency, such as UNDP/GEF China Green Lights Promotion Project (Phase I and Phase II), UNDP/GEF End-Use Energy Efficiency Program, Leader Author of Global Energy Assessment in Industry; etc.
